Aliyah Rights for a Katin Chozer or Ezrach Oleh
Katin Chozer: Someone born in Israel or someone who made Aliyah as a child and left before the age of 14.
Ezrach Oleh: Someone born abroad to at least one Israeli parent.
Your exact status should be clarified with your Aliyah Shaliach.

Important!
Past visits in Israel which lasted up to 4 months within one calendar year will not affect absorption and customs rights.
Studies in Israel for up to one Academic year (only one time), in a recognized educational program approved by the Ministry of Immigrant Absorption will also not affect absorption and customs rights.

Absorption Basket (Sal Klita)
Description Financial assistance to be used at Oleh's discretion.
Initial Cash is paid to all Olim at the airport, followed by 7 monthly payments once you have provided your bank account details to Misrad Haklita (Ministry of Absorption).
Granted only for those who spent less than 18 months (consecutive or cumulative) during the last 3 years prior to making Aliyah and no longer than 3 years during the last 7 years prior to making Aliyah .
Single will receive-15, 789 shekels.

Timetable
Paid out over the first seven months after your Aliyah, between the 1st and 15th of each month. If an Oleh leaves Israel during the first seven months (regardless of reason), payments are stopped. The payments can easily be restarted by visiting Misrad Haklita.
If the Oleh returns to Israel 13 months or more after Aliyah, payments are discontinued.

Health Coverage
Description
Full coverage in any Kupat Cholim (Health Fund) of your choice. Health insurance is not free (as opposed to olim chadashim) and you will need to start paying immediately.

After making Aliyah, take your Teudat Zehut and Teudat Zakaut to your local office of Bituach Leumi (National Health Insurance). Fill out a "residency form" and a kupat cholim registration form to establish that you have returned permanently and can therefore sign up for health insurance.

Description
Free Hebrew Ulpan in many different locations in Israel.
Address in your Teudat Zehut dictates location of Ulpan.

Free Tuition for a BA or MA Degree Assistance
Description Candidates up to the age of 23 can receive assistance for Mechina.
Candidates up to the age of 27 can receive assistance for a BA and candidates up to the age of 30 can receive assistance for a MA.
Student Benefits are provided by the Student Authority.

Timetable
"Must start studies within 3 years after Aliyah or within the proper time frame given the student's age. For example, if you make aliyah at age 26, you will have one year to start your BA studies, as the benefit is only granted to students up to the age of 27. A student must study at an institution of higher education recognized by the Student Authority".

Rent Subsidy
Description
Single Oleh (2nd to 4th year after Aliyah) will receive 223 NIS/mo. For the 5th year, it is 89 NIS/mo.
Oleh Family will receive 402 NIS 2nd year, 322 NIS 3rd year, 223 NIS 4th year and 99 NIS in the 5th year.
Timetable
Starts automatically 13 months after Aliyah.(until then, you recieve Sal-Klita disbursements for the first 7 months, and if necessary, unemployment or a living allowance from months 7-12. Consult directly with Misrad HaKlita regarding these grants)
Oleh Chadash Mortgage
Description
Low interest rates, compared to other market rates.
You need a Teudat Zakaut (Certificate of Eligibility) issued by the Ministry of Housing through your mortgage bank.

Reduced Home Purchase Tax
Description
Reduction in purchase tax on a home purchased in Israel . Olim pay 0.5% (one half of a percent) of the value of the home, up to 1,187,840 NIS. Above that amount, Olim pay 5% of the value of the home at the time of the purchase. Israelis pay 0% tax for a home valued up to 925,000 NIS and 3.5% for a home valued between 925,000 to 1,300,000 NIS. For any home that is valued above 1,300,000 NIS Israelis pay 5% tax. These amounts are valid from November 1, 2007. Please note that the rates are updated every three months.

Olim may choose the track which is most beneficial for them. Please note that the purchase tax rates for Israeli may be changing soon and we recommend checking the above rates with your attorney upon purchasing a new home.

Katin Chozer - Eligibility for purchase tax reduction is not granted automatically and will be determined by the purchase tax office on a case by case basis. Only eligible if left Israel before 18 years old and returns after 10 consecutive years abroad (no visits over 45 days per year).

Ezrach Oleh - Eligibility for purchase tax reduction is not granted automatically and will be determined by the purchase tax office on a case by case basis.

Free One-Way Ticket to Israel
Description Only when making Aliyah from abroad.
There is a charge of $50 to be paid to the Israel Aliyah Center for each person over 12 years of age.

Customs Benefits
Description 1. The ability to bring appliances and household goods from ANY COUNTRY tax free.

2. Olim are eligible to purchase tax free Israeli manufactured appliances in Israel. The only Israeli manufactured appliances on the market are refrigerators and air conditioners.

Timetable
1. Import appliances tax free for up to 3 years after Aliyah; up to 3 shipments of imported goods.

2. Olim have up to 3 years to purchase an Israeli manufactured air conditioner tax free and 4 years to purchase an Israeli manufactured refrigerator.

Extensions granted for military service, full time study and if you have left Israel for over 6 months.

Remember that if you are a Katin Chozer or Ezrach Oleh, your final status will be clarified only after opening a file with the Customs Authority. You will need to provide the Customs Authority with all documents that you previously provided to your aliyah Shaliach. It is recommended not to ship a container from abroad before there is a final decision about your status.

Customs Benefits for a Car Bought in Israel
Description
Olim pay a reduced tax rate of 75.7%, regardless of engine size. In order to be eligible for the tax reduction, olim must hold a valid foregin driver's license which was issued prior to their date of aliyah. A valid Israeli driver license is also required.
Valid only for a new car or Passport to Passport purchase.
Our recommendation is not to ship cars from the US or Canada.

Absorption Center (Mercaz Klita)
Description
Temporary housing for Olim.
Must be arranged by your Shaliach before Aliyah.
Check with the Jewish Agency about your eligibility to reside in a Mercaz Klita.
Minimal rent charge plus electricity, water and phone line. Rent for a single person can be approximately 400NIS/month. Check with your Shaliach for exact rates for singles or families.
We recommend bringing your own bedding and appliances.
